Two different purchase models

This isn't a subscription against a cheaper subscription. Western doesn't sell an unlimited plan at all.

A Surgent subscriber buys access. Consumption is unlimited for 12 months, so the marginal cost of the forty-first credit is zero. A Western customer buys a defined quantity of credits, redeemable against the digital library, expiring one year from purchase. Running out means buying again.

The 40-credit package is the one worth pausing on, because 40 hours a year is the requirement in most jurisdictions. At that volume Western charges $1,078 for exactly 40 credits. Surgent charges $899 for unlimited access to 10,000+.

So for the single most common annual requirement in the profession, the credit package costs more and delivers a hard ceiling.

Below 30 credits the arithmetic reverses, and it reverses sharply. A CPA needing 10 credits pays $319 rather than $899. A genuinely small requirement doesn't justify unlimited access at any provider.

• Multi-year requirement coverage: A licensee in a 120-hour triennial state facing an uneven year absorbs it without buying a second package.

The rationing point matters more in practice than it sounds. A credit package makes every enrollment a spending decision, which quietly discourages the exploratory course (often the one that turns out to be useful).

Where Western CPE has the advantage

• Small or predictable requirements: Below roughly 30 credits, credit packages cost less, and substantially so at 10 or 20.
• Destination conferences: Live in-person events in multiple cities each year, a format Surgent does not offer.
• Published team pricing: Additional discounts of 5 to 11 percent for teams of two to five, visible without a sales conversation.
• A single reimbursable purchase: One transaction for a known credit quantity is straightforward to submit for employer reimbursement.

Western positions credit packages as more flexible than subscriptions because a buyer pays only for what is needed. For a licensee whose requirement is genuinely small and genuinely predictable, that argument holds.

One comparison worth checking

Credit package marketing in this category commonly claims that subscriptions restrict premium content and ethics courses. That is accurate for some providers and not for others.

Surgent Unlimited PLUS includes premium and specialized content, late-breaking updates, the Weekly Expert Hour, and both general and state-specific ethics. Certificate programs, the Annual Tax Refresher, and select interactive titles sit outside the subscription. Verifying what a specific subscription includes, rather than what subscriptions generally include, settles the question.

Verifying either against a specific license

Both companies are NASBA-registered sponsors and both publish IRS, CFP, and CTEC accreditation. Registry status confirms programs meet the joint AICPA and NASBA Standards, not that a given course satisfies a given state board.

Three checks resolve it: whether the board requires providers to register directly, as Texas does; whether ethics credit has to come from a board-approved provider specifically; and whether the board caps self-study as a share of the total, which matters more for a catalog weighted toward on-demand content.
